The statute is short. The data preparation is brutal. As of RY 2024, the value unknown is no longer permitted in the labor contractor report. The patterns below are responsible for the majority of defective filings observed in the field.

    CRD requires the worker's actual pay rate. The client only sees the marked-up bill rate. The pay rate sits inside the staffing agency's commercial system and is treated as proprietary information.

    "unknown" is no longer permitted

    For the labor contractor report (RY 2024 onward) every worker must carry a race, ethnicity, and sex value. Most agencies populate sixty to eighty percent. Re-soliciting contingent workers months after the engagement ends, through a third-party agency, by April, is operationally impossible at scale without automation.
